Google has never disclosed the real algorithm of the way PR is calculated. PR is useless IMO. Content is what matters, after all. But again, building as many incoming dofollow links help in gaining PR. Doesn't matter if its a blog or anything else.

Page Rank distribution algorithms is extremely secret and out of 10000 thousand employee only three people know about that algorithm. Google never disclose this algorithms with the public and as far as my experience there is no difference calculating PR for the blogs and websites, the only thing which matter is back links and content for both websites and blogs. Not only Google even Bing and Yahoo also keeping their search engine ranking algorithms as top secret and Yahoo ranking is used the same system which is used by the Bing.
