The Gimp is best value for money because it is free and it is simialr to photoshop in the way it works.

you can do it on a simply programme like paint. or you can crop it on a downloaded programme like picasa.

Well GIMP is good but I don't know how to use it. I have 2 OS in my PC first is Windows 7 and second is Linux Mint. In Linux Mint GIMP come free but it is difficult to use it.

I have heard that Photoshop is one of the best photo editing websites around however I myself have never tried it. I would like to try it out, hopefully I will be able to figure it out.
