Meta tags is something that should be in each page sitewide with its own unique meta description and keywords. Just check out the meta info in the pages of this site for an example.  To achieve this for dynamic pages, create a header template that would remain common throughout the site. You will have to code, to extract meta description/keywords from the content of the specific page and store them in a variable. And that variable would reside in your header template within the head tag, and thus will output the metainfo for each page.
