I just edited your post Ram coz the screenshot was breaking the width of the skin.

anyways.. its just NOTICES feature you are talking about spiced up with HTML/CSS.

Go to admincp->Notices->Add new Notice

sorry dear, I can't give the exact code coz it took me a day to get that look and layout for welcome notice. Its a complete custom design.

Chennairam here is what you have to do...

1) Login to Admin CP - Click Here!

2) In your admin panel, find 'Notices' and then click on 'Add New Notice'

3) Title it 'Welcome Headers Message' or whatever you want...

4) Notice HTML - put the HTML/CSS code in there

5) Active - YES Persistent - YES

6) Click the YES TAB - USER Belongs to Usergroup [Unregistered / Not Logged In]

Then Click Save! Your all set.
