Keywords are very important because search engines like Google, Yahoo or Bing etc. use this information to categorize the site. Keyword density means number of keywords in a website contnet. It should be calculated in such away that search engines wont ban the website. If a website is found keywords stuffed all over the content, that website is likely to get banned by search engines.

I guess it depends. In case you have content, I think that high content with reduced keyword density would be effective -- but in case you lack the content, then I think that increasing the keyword density would work to compensate for the lower content.
