Keyword proximity measures the closeness between two keywords. So ofcourse, the closer the keywords are, the better the SE's will weigh it. I think Keyword Density and Keyword Proximity is something that can make or break your SEO. Meta description is something very important to consider for your pages optimization for SE's. So yes, it should be rich enough with keywords and stop words should be used to the minimal.

Keyword density is the percentage of times a keyword appears on the webpage compared to the total number of words in the webpage.
